Enterprise Management/Architecture Support Services

Emphasize management of dispersed operations, number of personnel, and complexities of contract.

Provided Support Services work for surveillance and maintenance and technical support at more than 100 of DOE’s legacy sites. The three-year contract, with one two-year extension option for a total of five years, is valued at approximately $158 million over the life of the contract and is one of the largest 100% small business contracts within DOE. The contract includes responsibility for legacy sites that have been closed and no longer support the Department's ongoing national security, energy and science missions, including the Rocky Flats and Fernald sites.

Ensured the long-term protection of human health and the environment at over 100 legacy sites across the country to manage the Department’s post-closure surveillance, monitoring, and maintenance responsibilities.

Provided support services for DOE’s Office of Legacy Management in the following areas: long term surveillance and maintenance; land and facility reuse; project and program planning; environmental systems and applications; information technology management; records inquiry and processing; site active and inactive records management; real and personal property management; and community and public involvement.

Managed the Department’s post-closure responsibilities and ensure the future protection of human health and the environment. Controlled and had custody of legacy land, structures, and facilities and was responsible for maintaining them at levels suitable for their long-term use.

Assisted in establishing the Office of Legacy Management in being designated by the Office of Management and Budget (OMB) as the second high performing organization, or "HPO", in the federal government and the first in the Department of Energy. An HPO is equivalent to a "most efficient organization" as defined by OMB standards for performance and cost.

Provided oversight and leadership with application development projects to fit systems to architecture, identifying needs to modify technical architecture to accommodate project needs. Guided infrastructure development projects in order to fit infrastructure to architecture and identified needs to modify technical architecture to accommodate infrastructure needs. Supplied process improvement recommendation as part of high performance organization initiatives, as well as identified organization and financial impact of enterprise architecture. Guided development of white paper on LM IT Infrastructure at satellite sites. Oversaw and guided development of LM 20 year baseline budget.

  • Provided oversight to inputs to DOE Electronic Capital Planning and Investment Control System.

  • Provided inputs for LM in DOE Enterprise Architecture Repository.

  • Contributed to DOE IT Council, Enterprise Architecture and Cyber Security Working Groups Meetings.

  • Supplied oversight and guidance in Cyber Security, ITIL and Citrix Remote Access assessments. Augmented principles of LM enterprise strategies to external entities.

  • Advocated LM architecture process, outcome and ongoing results.

  • Analyzed enterprise business drivers to determine business, information, application, as well as technical architecture requirements. Evaluated existing technology environment to detect critical deficiencies and recommend solutions.

  • Evaluated technology industry and market trends, determining potential impact on enterprise. Defined technical architectural principles to guide technology decisions for enterprise.

  • Designed and led implemented enterprise wide technical architecture based on enterprise business requirements and information technology strategies.

  • Created and directed governance activities associated with ensuring compliance with Office of Management and Budget Federal Enterprise Architecture Framework.

  • Documented technical architecture design, analysis work. Identified, developed, reviewed and modified enterprise artifacts.

  • Developed Statement of Work for outsourcing subcontractors and teaming arrangements.
